Quick Actions:

How Age as on Cutoff Date is Calculated (Official Rules & Guidelines)

Statutory civil law conventions, leap year handling, and DoPT recruitment guidelines.

1. Month Borrowing & Exact Days Math

Unlike basic calendar subtraction that assumes 30 days per month, statutory age calculation accounts for the exact days in each calendar month:

  • If target day < birth day, days are borrowed from the immediately preceding month (e.g. 31 days from July, 28/29 days from February).
  • If target month < birth month, 12 months are borrowed from the target year.
  • Leap years (divisible by 4, except century years not divisible by 400) automatically inject 29 days for February.

2. Indian Supreme Court Statutory Age Rule

In the landmark judgment Prabhu Dayal Sesma v. State of Rajasthan (1986), the Supreme Court of India held that under Section 3 of the Indian Majority Act, 1875:

A person attains a specified age at the beginning of the day preceding the anniversary of their birthday.

For instance, a candidate born on 2nd August 1994 attains 32 years of age on 1st August 2026, remaining strictly eligible for UPSC CSE 2026.

DoPT Category Age Relaxation Framework

Under Department of Personnel and Training (DoPT) Office Memorandums, candidates belonging to reserved categories are entitled to cumulative age concessions beyond the general upper ceiling:

OBC (Non-Creamy)+3 Years Relaxation

Requires valid Central List OBC-NCL certificate issued for the relevant fiscal year.

SC / ST Candidates+5 Years Relaxation

Unlimited attempts across UPSC and SSC until attaining upper age limit (37 years).

PwBD (Gen / EWS)+10 Years Relaxation

Applicable for benchmark disability ≥ 40% certified by an authorized medical board.

PwBD + OBC / SC+13 to +15 Years

Cumulative relaxation: +13 years for PwBD+OBC and +15 years for PwBD+SC/ST.

Realistic Worked Examples for UPSC & SSC Cutoffs

Step-by-step mathematical demonstration of crucial date cutoff verification.

Example 1: UPSC CSE 2026 CutoffEligible (Borderline)

General Candidate Born on 15th August 1994

Crucial Cutoff Date: 1st August 2026

Date of Birth: 15th August 1994

Years = 2026 - 1994 = 32
Months = 8 - 8 = 0 → Borrow 1 yr: 31 yrs, 11 mos
Days = 1 - 15 = -14 → Borrow July (31 days): 17 days
Exact Age = 31 Years, 11 Months, 17 Days

Verdict: Because the candidate has not reached their 32nd birthday anniversary on or before 1st August 2026, they are strictly eligible for their 6th and final attempt in UPSC CSE 2026.

Example 2: SSC CGL 2026 (Inspector Cadre)OBC Relaxation Applied

OBC Candidate Born on 10th May 1994

Crucial Cutoff Date: 1st August 2026

Date of Birth: 10th May 1994

Base Limit for Post: 18 to 30 Years
OBC Relaxation: +3 Years → Permissible Limit: 33 Years
Exact Age: 32 Years, 2 Months, 22 Days
Margin: Eligible with 9 Months 8 Days remaining

Verdict: The candidate would be over-age under the General category (limit 30 yrs), but qualifies comfortably under OBC Non-Creamy Layer (ceiling 33 yrs) with unlimited attempts.

Frequently Asked Questions (FAQs)

Authoritative guidance on competitive exam age limits, gazette notifications, and birth certificate rules.

How is age calculated as on a cutoff date for UPSC Civil Services?▾

Under UPSC Civil Services Examination rules, a candidate must have attained the age of 21 years and must not have attained 32 years on 1st August of the examination year. Age is calculated strictly down to the exact day from the candidate's date of birth (as recorded in the Class 10 Matriculation certificate) up to 1st August.

For UPSC CSE 2026, a General candidate must have been born not earlier than 2nd August 1994 and not later than 1st August 2005.

What age relaxations are granted for OBC, SC, ST, and PwBD candidates?▾

Central government recruitment rules (DoPT) grant up to 3 years relaxation for OBC (Non-Creamy Layer), 5 years for SC/ST, and 10 years for Persons with Benchmark Disabilities (PwBD). For UPSC CSE, the maximum permissible age limits become 35 years for OBC (9 attempts), 37 years for SC/ST (unlimited attempts), and 42 years for PwBD.

Ex-Servicemen (commissioned officers including ECOs/SSCOs who have rendered at least 5 years of military service) receive up to 5 years relaxation.

How does the leap year affect age calculation if born on 29th February?▾

Under Indian civil law (Section 3 of the Indian Majority Act, 1875) and English common law, a person born on 29th February attains each subsequent year of age on the day following 28th February in non-leap years (i.e., 1st March). In leap years, it is completed on 29th February.

Our calculator deterministically verifies February month borrowing (28 vs 29 days) based on the Gregorian leap year algorithm.

Can a candidate in their final year of college appear for UPSC CSE?▾

Yes. Candidates awaiting final degree results or appearing in their final examination are eligible to appear for the UPSC Prelims, provided they produce proof of passing the qualifying degree examination at the time of submitting the Detailed Application Form (DAF-I) for the Mains examination and meet the minimum age of 21 years on 1st August.

Why is 1st August considered the universal cutoff date for UPSC and SSC?▾

DoPT guidelines stipulate that for examinations held in the first half of the year, the crucial date for determining age limits is typically 1st January, while for examinations held in the second half or whose recruitment spans the academic cycle (such as UPSC CSE and SSC CGL), the crucial date is fixed as 1st August of the exam year.
